is public devs from abroad eligble for enter to competition?

Hi,
I recently found this portal (DevPost). it seems for US. I am a developer from Europe.
Am I eligble for enter to this hackathon?

  Each competition has different eligibility, but many of them are open to almost all countries. This challenge is open globally.

  These are the countries NOT eligible for most global competitions: "Individuals who are residents of, or Organizations domiciled in, a country, state, province or territory where the laws of the United States or local law prohibits participating or receiving a prize in the Hackathon (including, but not limited to, Brazil, Quebec, Cuba, Sudan, Iran, North Korea, Syria and any other country designated by the United States Treasury's Office of Foreign Assets Control)." So if you're from any other location, you should be eligible.

  Check the rules for any other eligibility requirements or feel free to ask us.
