IoT Hub Free or Basic Tier?

Can I use the Free Tier (F1) of IoT Hub for this Hackathon?
In the rules section, it is mentioned "IoT Hub (Basic)".

Is it a requirement to use Basic Tier? I have created my project in Free Tier and now azure is not letting me scale up to Basic Tier.
